Creating a more affordable, viable, and sustainable New York
Neighborhoods throughout New York stand at a critical juncture. Billions of dollars have been invested throughout the City in affordable housing over the past two decades. At the start of the New Housing Marketplace Plan, easy access to mortgages allowed many New Yorkers to invest in homes, even as sales prices continued to rise. This was an attractive option for many people as escalating rents threatened renters with displacement. Recently, however, many homeowners have seen the value of those investments plummet. Broader economic instability has increased the vulnerability of many New York residents, threatening their ability to stay in their homes or apartments. Now more than ever, new programs and renewed commitments are necessary to keep people in their homes. Changing market conditions require new approaches to preserve these investments, protect tenants and ensure long-term viability of the housing stock. The economic downturn has put many neighborhoods at risk. Foreclosed homes, stalled or vacant construction sites and distressed multifamily rental housing contribute to declining property values, deteriorating housing conditions, and increased risk of abandonment. With many challenges ahead, new initiatives to reclaim threatened neighborhoods by addressing physically and financially distressed properties and stabilizing communities must be a priority.

New York City Housing Authority
The New York City Housing Authority (NYCHA) provides decent and affordable housing in a safe and secure living environment for low and moderate- income residents throughout the five boroughs. To fulfill this mission, NYCHA preserves its aging housing stock through timely maintenance and modernization of its developments to foster the healthy, vibrant communities that every New Yorker deserves.
NYCHA also administers a citywide Section 8 Leased Housing Program in rental apartments. Simultaneously, working to enhance the quality of life at NYCHA by offering residents opportunities to participate in a multitude of community, educational and recreational programs, as well as job readiness and training initiatives.
New York City Housing Development Corporation
The New York City Housing Development Corporation (HDC) provides a variety of financing programs for the creation and preservation of multi-family affordable housing throughout the five boroughs of New York City. Programs are designed for multi-family rental housing and cooperative developments and serve a wide range of income segments from very-low to middle-income tenants.
HDC seeks to increase the supply of Multi-family housing, stimulate economic growth, and revitalize neighborhoods by financing the creation and preservation of affordable housing for low, moderate and middle income New Yorkers. The financing provided by HDC is in the form of low-cost mortgages made through the sale of tax-exempt and taxable bonds.
LISC New York City
Local Initiatives Support Corporation (LISC) is the country's largest community development support organization, dedicated to helping low-income urban and rural communities transform them into healthy communities of choice. LISC helps community development corporations build more affordable homes, retail, community and educational space.
LISC New York City raises grants, loans and equity for strategic investments in community development organizations. Committed to working with community groups over a long period of time, providing them with consultation and training in addition to financial support. LISC New York City also facilitates strategic partnerships that provide additional financial resources and leadership to community groups assisting low- and moderate-income families in New York City.
Department of Housing Preservation & Development
The New York City Department of Housing Preservation and Development (HPD) is the largest municipal developer of affordable housing in the nation. Since 1987, HPD has provided billions to support the repair, rehabilitation and new construction of hundreds of thousands of units of housing.
HPD works with its governmental, community, non-profit and for-profit partners to strengthen neighborhoods, increase the availability of well-maintained, affordable housing and enable more New Yorkers to become homeowners. HPD protects the existing housing and expands housing options for New Yorkers as it strives to improve the availability, affordability, and quality of housing in New York City.
New York State Homes & Community Renewal
New York State Homes and Community Renewal (HCR) consists of all the State's major housing and community renewal agencies, including, The Affordable Housing Corporation, The Division of Housing and Community Renewal, Housing Finance Agency, State of New York Mortgage Agency, Housing Trust Fund Corporation and others.
Organizing agencies under a single leadership and management structure has created new efficiencies and allowed for better coordination of resources. Similar and complimentary programs are now aligned and working together, reducing costs, red tape and duplicative efforts while increasing the effectiveness of the state's housing and community renewal programs. HCR organizes Finance and Development, Housing Preservation, Community Renewal and Professional Services.
New York Housing Association
The New York Housing Association (NYHA) provides industry information, representation and education. Incorporated in 1950, NYHA is the official voice of the industry in New York. The association is dedicated to creating a business climate which maximizes the ability of New York citizens to enjoy the quality and value of modern-day manufactured and modular homes.
MHISC was founded to promote the ownership of manufactured homes and to develop high professional standards for those involved in the industry, encouraging and promoting affordable housing choices for the people of the State of New York. The Institute's public, government and consumer relations programs are directed toward these goals. In essence, the NYHA serves as a source of information for members, government and consumers.
Neighborhood Housing Services of New York City
Neighborhood Housing Services of New York City (NHS) serves the metropolitan area of New York. Through affordable lending, NHS enables individuals and families to invest in, preserve and improve their neighborhoods, their homes and their future. NHS is a member of NeighborWorks America® community-based organizations.
NHS of NYC revitalizes underserved neighborhoods by creating and preserving affordable housing and providing opportunities for homeownership education, financial assistance and community leadership. In addition to providing services throughout New York City, NHS is a community-based organization with targeted impact in the following Neighborhoods: Bedford-Stuyvesant, East Flatbush, North Bronx, Northern Queens, South Bronx and Staten Island.
New York Affordable Housing Management Association
The New York Affordable Housing Management Association (NYAHMA) is a nonprofit association advocating quality communities and committed to fair housing. NYAHMA is an affiliate the National Affordable Housing Management Association, the nation's largest organization representing the interests and concerns of managers and owners of affordable housing, whose mission is to support development and preservation of decent and safe affordable housing.
NYAHMA concentrates its efforts on housing policy, finance and other current issues shaping affordable housing legislation and regulation, presenting testimony, drafting white papers and disseminating alerts, newsletters and other communications to its members. NYAHMA also maintains strategic alliances with other affordable housing industry industry groups.
AAFE Community Development Fund
The AAFE Community Development Fund (AAFE CDF) is a subsidiary of Asian Americans for Equality-- a community based, not-for-profit organization established in 1974, committed to community service and empowerment targeting immigrants, low-income families and minorities throughout New York City. Through seminars and other events, the AAFE CDF reaches out to community homeowners and homebuyers.
To the AAFE CDF, community development means much more than just housing and economic development, as communities mean much more than just houses and businesses. For a community to be vital, its members must buy into it – both figuratively and literally. People must see each other as neighbors, and they must see their homes as being truly theirs.
Housing Partnership Development Corporation
The Housing Partnership Development Corporation (HPDC) is an intermediary for the community development of affordable workforce housing. For more than 25 years, the Housing Partnership has been the facilitator of dynamic partnerships between the City, State and private sectors to build affordable homes, stimulating economic growth revitalizing neighborhoods throughout New York City's five boroughs.
Housing Partnership homes bring substantial private investment and economic development into New York City neighborhoods where the need for affordable homeownership housing is great, where housing costs are soaring while incomes remain stagnant, and where thousands of working New Yorkers are shut out of the traditional housing market.
